After visiting BDO bank to sort out a VISA debit card so that I can confirm my account in the Philippines for Paypal (Paypal being irritatingly anal on account varification and when I asked them could I convert my existing account from £ to peso they said “just open another account). So after two weeks and double checking at BDO bank that the VISA debit works with Paypal before even opening the bank account to which the reply came yes. I then tried to confirm my VISA debit online yesterday to no avail so sent BDO an email asking them why its not working to which this response came :-
In relation to your concern regarding Paypal, we regret to inform you that
BDO does not have an existing arrangement with PayPal.
In relation to this, please be advised that you cannot use your BDO
International ATM Card to purchase or transact online. MasterCard does not
allow internet transactions for MasterCard Electronic (MCE) cards.
So in typical Philippines style “Yes” means “no” and two weeks of my time has been wasted
to say im irritated is an understatement as I explained to them exactly what I needed it for and as usual the service is dire. Now the other thing that April noticed this morning as this is a very common problem dealing with the banking here is that generally the banks don’t know their international routing number either. Is it they don’t bother to train staff or too lazy to do their job? Either way for international banking not just on BDO but the majority of the banks here it pretty much shows why a lot of things get hindered in development when people have to post the information the bank are supposed to know after having to researching themselves… anyway enough of my moaning today just fuming a bit as I have money trapped in cyberspace which will still take me 4 – 6 weeks to release once I do get an account sorted.
