Foreign Government Official's Visa (9E)

Listed below are the persons who are required to obtain a travel authority from the Office of the President

  1. Members of the Cabinet and officials of equivalent rank
  2. Heads of the Government-Owned and Controlled Corporations (GOCCs) and the Government Financing Institutions (GFIs) under the Office of the President
  3. Heads of agencies under the Office of the President (Section 1 of Executive Order No. 459 issued on September 1, 2005)

Travel Authority Rules

  • 1. Officials and employees of the GOCCs and GFIs who are under the Office of the President shall seek the approval of the GOCCs and GIFs Heads
  • 2. Officials and employees of GOCCs and GFIs who are not under the Office of the President shall seek the approval of their Department Heads
  • 3. Provincial Governors and Mayors of highly urbanized cities or independent cities shall seek the approval of the Secretary of Interior and Local Government (DILG)
  • 4. Head of State Universities and Colleges shall seek the approval of the Chairman of the Commission on Higher Education (CHED) while other officials and employees must seek approval of their respective heads
  • 5. Heads of Technical and Vocational Schools shall seek the approval of the Chairman of the Technical Education and Skill Development Authority (TESDA) while other officials and employees must seek the approval of their respective heads
  • 6. Officials and employees of agencies under the Office of the President must seek the approval of the head of their agencies (Section 2 of Executive Order No. 459 issued on September 1, 2005)
  • 7. Government officials and employees who are travelling abroad while on leave of absence, must have written travel authority papers from their respective Department heads, EXCEPT those with the rank of Assistant Secretary or higher, who need the travel clearance or approval  of the Office of the President (Memorandum issued by Commissioner Rufus B. Rodriguez dated July 12, 2000)
