Cebu city has begun a crackdown on massage parlours offering Lingam Massage. I added a link but from what it seems is some kind of masturbational massage. Any spa and massage parlour caught offering the service face having their permits revoked or closure. City inspectors have already begun gathering information on which Spas and massage parlours are operating the service if any are found the information is then passed to the mayors office at which point the city attorney is likely to look into the matter for investigation which may then lead to closure of the spa/parlour. The matter doesn’t seem to be being dealt with as a “lewd” act but more of the fact that spas and parlours have business permits but there is no tax code for Lingam massage which makes it an illegal service. The enforcement currently seems difficult due to the inspectors asking at spas about the services to be told they only operate as spas and don’t offer the service. Which has led to a request that the public report any establishment offering the service either via telephone or letter so that it can be acted upon immediately.
Cebu City Mayor Michael Rama said that a resolution asking all agencies involved like City Health Department, Cebu City Police and Cebu City Anti-Indecency board to investigate lewd practices and immorality with lingam massage was approved last March.
But it has not been fully implemented since CAIB at that time was not activated, he said.“Yes, there was a resolution passed, but at that time, CAIB was dismantled. That’s why I stood for its retention, this is now my watch,”
Michael Rama then went on to say lingam massage is degrading the morality of Cebuanos and is promoting indecency. If closure of those spas operating lingam massage would be the answer, “then it has be,” he said. The mayor said he would meet next week with all the agencies that composed CAIB and its new chairman to discuss what their strategic plan and the concerns that needed to be addressed immediately and how to implement them legally.
It would be an interesting topic to see how its enforced as any disgruntled neighbours or fallings out with spa owners could end up with an “anonymous” phone call leading to unfounded investigations. Although it does seem that Cebu is beginning to crack down on a lot of the sex industry lately which could be a change long term for the benefit of the Philippines.
